Only if you helped the bum in the Southside Park Quest, and finished the Docks Quest.

The bum you helped before comes up to you, beaming. "Chief, the park looks great! I mean, there's still some gangers and a couple crazies, but… you made the difference. I didn't think anyone could."

"I've got just the thing back at my place. I'll grab it for next time we run into each other."
