Cut The Lights

Using your gang's resources, you can arrange for a blackout during your patrol or ambush. Under the cover of darkness, attacks become harder to avoid and more often take their target's offguard.

These benefits apply to both combatants as long as their attacks don't become too consistent.

He cuts the lights, plunging the area into darkness. Damn.

Well, if you mix things up, you should be able to keep him from defending well.
