Then, I switched out Stream of Needles for Precise Shot. I killed a dockhand with one Precise Shot and immediately got the technique.

Then, I got rid of all instances of Raider Ambush in my deck and used Precise Shot again and got another instance of the tech. Then I removed the optical rangefinder and still got the technique. Pretty sure it's just Precise Shot that triggers it.

Hat: raider mask (duh)
Weapon: personal sniper rifle
Offhand: shock shield
Shirt: optical vest
Pants: achromatic slacks
Gadget: optical rangefinder

I made a chain of Precise Shot, Judgement, Raider Ambush, and Dive for Cover. I killed my opponent in one round, so if I got Raider Targeting it wore off before it appeared on my sidebar.
