Looks like it might require being etheric, and just generally doing evil stuff. From roughing up the Fang at Smuggler's Market, but only got this result after going etheric:

You grab him and shake a bit, just enough to make him know you mean business. "Hey, special today! Just for you! Have some free stuff!"

He grabs a random item out of his stash and hands it to you.

You found: Ease

Your wings tingle as though they were the genuine article, dripping in the blood of your enemies.
You learned a new Technique: Wing Assault

This was with the Dark Wings.

With wings, no change with:

Following evasion (Dive for Cover) - You rise over the warrior, letting your wings cut it for 5 melee damage.

Unopposed / Closer - You rise over the janitor, letting your wings cut him for 7 melee damage.

Filler - You rise over the worker, letting your wings cut her for 16 melee damage.

Opener - You rise over the wrecked car, letting your wings cut it for 7 melee damage.

Following Melee - You rise over the wrecked car, letting your wings cut it for 5 melee damage.

Fae Leap-Dive for Cover-Wing Assault chain

After getting 4 instances, I stopped getting more, at least on a couple tries. I had all four instances in my deck.

EDIT: But I did find something different vs the phoenix and flying eye:

You momentarily takes to the sky, cutting into the phoenix with your wings for 1 melee damage.
The phoenix flies by you, raking you with her talons for 22 melee damage.

Fae Leap doesn't do anything different:

You take flight for a moment.
The phoenix flies by you, raking you with her talons for 18 melee damage, but your unexpected flight slips all but 3 damage.

EDIT: Also - I got it with dark wings, other wings untested. Given the ID number is in the block with the rest of much earlier oldtown cyberware, I wonder if this is just for attacking any innocents with dark wings installed?
