Then you have to read it one more time to get the skill. There's no randomness - and your above situation works as we've spaded:

I read twice in a row with a base Perception of 13 and read 8 and then 7 chapters. Given the use text, maybe you need to spend some time between reading to get best results, or maybe it's variable.

Also, I had read 5 chapters before and had to read it again to finish. So either there's an OBOE, or you're supposed to have to read > 20 chapters, not >= 20.
