Out there idea - from a collection of facts:

• The sea lord's crown can't be used while equipped (minor evidence that there is something that might trigger with a different hat equipped?).
• There's another skill gap next to Monarch's call.
• The sea lord's crown only grants the skill if you are next to water.
• The sea lord's crown can be given to Ocean King; (Penguinpyro suggests if all else fails, check if we can give to Ghoul King?)
• Monarch's Call has special results for a. wearing ghoulish crown, b. being near the charnel house's fiery lake. (don't think it's been tested with both those; which was the whole genesis of this idea)
• (The sea lord's crown needs 10 energy of Etheric to grant the skill - is this significant?)

So what if you are next to the flaming lake, maybe while wearing the ghoul crown for good measure, and use the sea crown? You become Monarch of Flames!!! Right? And then be able to fire fish. (came close to testing today, will test tomorrow.)

I am pretty sure past-Mag tried offering the sea lord's crown to the Ghoul King, to no avail. Can't hurt to double check, though, if this idea doesn't pan out. Good luck! It's so crazy it just might work … .

Yeah, no luck with any of above ideas; you can't give it to the ghoul king. Nothing special with ghoul crown. I'll maybe try summoning more items from the fire lake with Monarch's call for a few days in case there is a rare drop there.

As I did that, I also note that when you offer a trade the ghoul king says "There is a single trade I'll make. Your fate for the fate of the [artist]." So looking for alternative ways to trade things to the ghoul king is maybe a dead end.
