I'm a little unclear how I unlocked this but here are some factors that might have been important:

• I had a deck with 27 different ranged techniques in it
  • including National Call and Orbital Demonstration
    • I also know Echo of Doves but didn't have it in my deck; I don't know Cutting Crossfire
• I had the army drone model equipped
  • I was not wearing the national crown and did not have the dove plaque installed, although I own both
• I got a no-trade item from the wispy hospital pants today (the philosopher stone) before doing any orbital watch encounters
• I have the Time of Peace skill
• I have previously also gotten Time of War and Time of Collapse

Just having 25 unique ranged techniques in my deck didn't do it. I didn't have National Call or Orbital Demonstration in my deck, didn't have the army drone model equipped, and "Explore the Battlefield" was the only dusty encounter I had today. I do have Time of Peace, though.

EDIT: Same setup as yesterday, just adding National Call and Orbital Demonstration, got the technique.

On the most recent Podcast, Kinak, responding to a question about how it takes a lot of energy to get through the dusty content, says:

There are some tricky things with that set of items that may help you get through those in one day, since I know energy is a little tight there.

When I have more energy I'll have to see if using this technique and getting the "time ticks away" message shortens the wait between dusty encounters.

Dust Conflagration (chain 4, from the dusty clipboard) and Breath of Dust (chain 6, from the wispy hospital pants) don't form an obvious chain with this or each other, but it seems suggestive that there's one technique from each item with "dust" in the name. Not sure where to go with this.

Having a deck with 4x Focused Burst, 4x Considered Shot, 4x Stream of Needles, 3x Rain of Bullets, Orbital Demonstration, and National Call was enough to get Dust of Time.

I think having both Orbital Demonstration and National Call is the only requirement for this. I had a deck with one copy of each of those, Dive For Cover, Crushing Punch, Lash Out and Ghoul Bite. No watch related equipment other than the watch itself.

Yeah. Deck having only a single copy of Orbital Demonstration and National Call and nothing else (well, 13 Do Nothings); and naked other than the watch, still got a copy of Dust of Time.

Nothing special for using Dust of Time as filler between Orbital Demonstration and National Call or vice versa.
