This does not require having Channeling Matsuo when beating the ghoul king, or seem to require using any particular weapon. But you don't always get the skill immediately on fighting with the bone scepter and Channeling Matsuo. It's taken a couple fights each time for me.

Oh, now that I think about it, I think I did maybe use Ghoul Bite against the (lake serpent? maybe?), in addition to having Channeling Matsuo and replica sword equipped, so maybe that takes priority? Possible you need to fight a demon-flagged opponent or with a Matsuo-like technique or additional other hidden trigger. I would suspect hidden trigger over a random delay (eg. like how getting Ghoultouched, you need to successfully use an eating technique, without air filter, without opponent dodging all damage).

If I recall, the first time I got the skill, I got it the combat right after defeating the Ghoul King.
