I'm not really sure what I did to unlock this. I had the festival mask and festival doll equipped. (My other equipment seems unlikely to be significant, but for the record it was a mushroom spade, bullet-holed vest, ReflexCoil pants, and lens focused on the distance.) I was adventuring in the Mushroom Cavern with a whole bunch of Fae Sight (125 duration) and Fae Blessing (714 duration). I fought a Twisted Hound and here's what happened:

You fire a heavy round into the hound for 18 ranged damage.
The hound rakes you with its claws for 1 melee damage, but the shock knocks the hound back, preventing all of the damage.

You shoot the hound for 8 ranged damage as though it owes you something.

You've won the battle!

The hound collapses into a pile of dust in moments.

You found: hound dust

Hmph. If they're going to interrupt your party, they might as well at least make it a challenge.
You learned a new Technique: Contempt

You've earned 2 XP in Perception

You've earned 1 XP in Strength

I just got it as well:

Your strike clashes with the hound's attack, overwhelming it and dealing 25 melee damage.
The hound rakes you with its claws for 2 melee damage, but your strike overwhelms it, preventing all of the damage.

You've won the battle!

The hound collapses into a pile of dust in moments.

You found: hound dust

Hmph. If they're going to interrupt your party, they might as well at least make it a challenge.
You learned a new Technique: Contempt

You've earned 1 XP in Perception

You've earned 1 XP in Reflexes

You've earned 1 XP in Strength

Between the message for getting it, and the common thread in the fights both Mag and I had, I think the key is winning the fight without taking any damage.

I assume mask is one condition, proved hound/fae blessing/type of etheric are *not* conditions, here's my test of the others:

You lash the trash heap with a live electrical cable, dealing 22 melee damage.

You set a contraption to channel electricity into the trash heap, dealing 3 stealth damage.

mask+doll but no etheric isn't enough (vs non-hound)

You dive and tumble, your coat billowing.
The insane bum punches you for 2 melee damage, but you catch the worst of the attack in your billowing coat, avoiding all of the damage.

You reach out with your blade and cut deeply into the insane bum for 30 melee damage, but he ducks behind cover, which absorbs all but 26 damage.
The insane bum dives for cover.

You lash the insane bum with a live electrical cable, dealing 26 melee damage.

You hammer the insane bum unrelentingly, dealing 26 melee damage.

You've won the battle!

You lash the hound with a live electrical cable, dealing 21 melee damage.

You hammer the hound unrelentingly, dealing 25 melee damage.

The Bum's jaw unhinges and a massive swarm of bats flies out, engulfing you. So many bats, so… many… bats.

You're totally surrounded by shrieking bats. You flail your arms and scream until they finally leave.

You wrap a live wire around the Bum, doing 19 melee damage and sending electricity arcing through the Bum's form.

I just had Ocean Sight, Fae Blessing and Puzzled Out active. Also, the times I got the tech I had full HP at the end of the fight, in addition to taking no damage. I did fail to learn it once under those conditions, though.

Somethings:

• New message following Light of the Eye.
• Etheric is *not* required, just the mask. This is true even following LotE (if LotE uses your last Etheric.)
• EDIT: I jumped to conclusions, the normal defense message works vs all E attacks, not just gazes

Nothings:

• Not a gaze attack (based on defeating Spearwoman).
• No BotA message.
• Nothing for using and winning combat at full hp, following light, with both techs blocking damage (and blocking Evil Eye in previous round).
• Devilish mask / achromatic mask cannot replace festive mask.
• Nothing apparent with festival doll equipped.
• Nothing following Reflected Gaze, Skeletal Mount (w/skull or just etheric), Channel the Deep, Call the Swarm, Cinematic Dodge, Leaping Dodge, Release the Hounds, Ragged Dodge, Disruptive Shot (early on it seemed possible this was a generic etheric or evasion enhancer)
• Nothing with the partiest outfit there is (magical princess dress and no pants)

I got a slightly different result for following Light of the Eye with a festival mask equipped. Specifically, in the blocking text it says "your eye's light" stands strong, instead of "the golden light".

You open your third eye, bathing the area in golden light.
The rats leap into you for 1 melee damage, but golden light weighs down their attack, preventing all of the damage.

You stare down at the rats with unconcealed contempt. The light of the third eye spreads over your face and fills the air with unidentifiable energy.
The rats rush you and swarm around you. The rats' bites do 2 melee damage, but your eye's light stands strong, preventing all of the damage.

I got a slightly different result for following Light of the Eye with a festival mask equipped. Specifically, in the blocking text it says "your eye's light" stands strong, instead of "the golden light".

That got changed so it'd flow properly from the Blood version of Light of the Eye (which doesn't have golden light).

Using evasion is okay, I think the key might be just ending the fight on full health? Etheric not required as well.

You dive for cover.
The rat slips closer and bites you, dealing 1 melee damage, but you duck behind cover, which absorbs all of the damage.

You punch the rat, throwing the whole weight of your body behind it and dealing 14 melee damage.

You haul off and club the rat for 12 melee damage.

You've won the battle!

EDIT: But not always get it at full health.

The Assistant Vice President seems to use an undiscovered or new form of this. Possible High Brow interactions? It fits the AVP's use in chain 6 position.

<You melee attack>, but the sheer contempt blocks avoid all of the damage.
The executive glares down at you with contempt so visceral it manifests as an almost physical weight.
