I got this after defeating 2 punks on the Quad with etheric techs while wearing the pants:

The cold winds wrap around you, embracing you and your prey.

After getting the above twice, a few turns later I got this noncombat:

The cold wind returns and, with it, unseasonable snow. You wander for what feels like hours, lost and hungry.

You learned a new Technique: Ghoul Bite

I just got this at the end of a fight with a roaring drunk in the Happy Hour:

A frigid wind whistles outside the building, momentarily distracting you from your hunger.

Edit: After getting that and then the 'cold winds wrap around you' message a couple times (it appears to require killing human opponents), I went out to the quad and got this noncombat:

The cold wind returns and, with it, unseasonable snow. You wander for what feels like hours, following tracks through the fresh powder.
You learned a new Technique: Stalk through Snow

You've earned 2 XP in Perception

Edit: Got it again, but 3 XP this time. I started at 40 hunger, but was still getting this stuff to happen after eating down to 30, so it's unclear what, if any, effect Hunger might actually have on this.

Not sure what I did to unlock this, but I got:

The cold wind returns and, with it, unseasonable snow. You can feel something in the distance, stalking you through the snow.

You manage to stay a step ahead, but only a step, running faster and faster until flames lift you from the snow and into the unforgiving sky.

You snap out of the trance later with a fresh set of burns along the cuffs of your pants.
You learned a new Technique: Fire Run

You've earned 1 XP in Will

I have been using ghoul bite and also the blade of the snows and related techs, because it seems winter-y. I'm adventuring at the Waterfront with a bunch of Fae Sight active.

On my fourth time learning Stalk through Snow, I was up to getting 4xp from the noncombat. I now just got the encounter again, but only got the xp, no tech. I didn't get the message about the cold wind wrapping around me first, though. I got the one about the wind outside, then immediately went outside and adventured until I got the encounter.

I got another Fire Run just now, with 2 XP in Will this time instead of 1. I wonder if I'm getting this tech and other people are getting Stalk Through Snow because I have Fae Eyes instead of Ocean Eyes.

Al mentioned this in chat before, but I can confirm that the after-combat messages don't require you to be etheric, so you can charge those up while sober. Makes them potentially more useful in run, since you can prep getting a technique without being etheric, then pick it up once you do happen to be. Not that many times where you'll be both etheric and adventuring outdoors, though.

It giving the ghoul bites is kind of a hint by itself. There were a few issues shortly following launch, so don't learn too hard on early spading.

I just got a Stalk Through Snow result that gave 7xp, after spending most of today and yesterday's energy biting folks in the Happy Hour. The wind swirled around me and my prey 20 times today, and I didn't keep careful track yesterday. It could have been enough to hit 49 times, though, and square roots are a pretty common mechanic. So the XP you get might be the square root of how many times you get the swirling message. It would explain why the cap seemed to be 4, previously, since you'd need to hit 25 times before going higher.

Edit: As a followup, I got 7xp again after ~25 times getting the wind message, so I guess it's not square roots. 7 seems like an odd point for a cap, though, so I'd guess there's something else going on.

Things I've tried, attempting to get Fire Run:

• Charging up the pants a lot, over a couple days
• Charging entirely indoors, outdoors, or underground
• Charging exclusively with Call to Feast instead of Ghoul Bite
• Getting the encounter on the Quad, the tainted shoreline and the waterfront
• Getting the encounter with Slags poisoning as my only source of etheric
• Using a lot of stealth techniques
• Using a bunch of fire techniques
• Getting the encounter with 23 evasion power
• Getting the encounter with 14 fire power, after using a mix of fire techs and ghoul bite
• Charging up the pants, then dropping my hunger to 0 in an attempt to turn from predator to prey
• Getting the encounter with a high chance of combat encounters
• Getting the encounter with a high chance of noncombat encounters, and running away from all fights while outside
• Focusing on human opponents that didn't seem to count as prey (Third Eye ganger, Midgard security, Slags guard). No apparent progress at all.
• Getting the first message about the whistling wind by using Ghoul Bite, then heading outside. Just ended up eventually getting the Ghoul Bite encounter.
• Getting the encounter after charging up with 7 different types of prey eaten (dancer, Third Eye poseur, dock security, gang enforcer, dockside ganger, dockhand, Midgard worker)
• Getting the encounter with only 1 HP
• Getting the encounter at 40 hunger
