I'm 90% sure that I got this from clicking on Usurpers? But it seems like more of a Pretenders thing? I might be not quite understanding how all that works or could be bugged?
Those filth are hiding out in Waterfront. You'll need to push them out and claim the area. Then you'll be one step closer to the throne.
And after getting that message, I am getting the generic: "There are those who speak against your coming reign in and filthy usurpers in the shadows." intro message, rather than anything mentioning the waterfront. Maybe it works differently once you have all the royal parts?
But then clicking Unrest?

And then get the expected:
There are those who speak against your coming reign in Southside and filthy usurpers hiding in the Waterfront.
Different Of course I have result than Crypto. Perhaps because Gang Warfare was enabled when he was talked to? Or perhaps Crypto could be wrong?

So it looks like defeating other players in gang warfare is not directly related to pretenders. After being told I needed two shows of strength, I defeated two of Arkaim's clones with no change in the message. But getting rid of malignant rebels changed the message, and then dealing with usurpers twice more changed it again each time. So it looks like each time you gain a scroll of lineage, you get one pretender point. I have run out of zones to take control of, so I can't see if there's anything special for pushing your pretender status high enough. If you guys want to cooperate so we can find that out, I wouldn't object. :)
The messages started working a few days ago when Kinak fixed a typo in the code. My guess would be that a pretender is anybody with a coronation crown who has gotten at least one scroll of lineage.
Given that there's a more or less explicit leaderboard in place, it seems like getting royal enough ought to unlock something. I am now at the point where most of the realm follows me, and when I earn another scroll the only thing about the message that changes is the number of steps ahead I am. It's possible that if you can get 10 steps ahead of everybody else or something it'll unlock new stuff, but that seems unlikely to me. My guess would be that once you get most of the realm following you, you need to do something or other to unlock a king avatar or something like that.
Right now I have most of the realm following me. I have quelled the malignant rebels and when I ask the Chamberlain to tell me about usurpers he says "I misspoke, of course. Your control is unchallenged, my liege." Just using a scroll of lineage doesn't do anything special as far as I can tell, and neither does talking to the Chamberlain with Royal Truth active. No joy with using the coronation crown either. What else should I try?
EDIT: It was a long shot, but I don't see any new gang warfare agendas.
Got the avatar, asking about pretenders:
Pretenders are always a concern, particularly with the throne so long unoccupied.
Most of the realm follows you, although a wise leader always looks to Pretenders like The Fop, even if they are 20 steps behind.

Didn't get it with 19 steps ahead, even though I had control of the requested area.
Then immediately turned in the control (i.e. got the 20th step), asked about pretenders again, and got ^^^
ETA: not sure if it's the 20 steps thing, or that I started running around in the full regalia, imposing my vision of rule on all, and also burying all in sovereign soil.
Let's see what Fop reports +40 steps from now …
