I crafted shotgun rounds while wearing the goggles and received the following after the crafting result:

Hmmmmm… you could actually make a decent tracer with some of these parts.

I tried making a few more different Armory rounds and got no other new results. I moved to Electronics and made a smart clip and got the following result:

Hmmmmm… actually, with these electronics you can probably do something pretty cool.

I think learning the Chipped Tracer recipe requires crafting something that uses an empty clip, and Tactical Neural Mesh requires a targeting circuit. (Crafting the targeting circuit itself does not count, it needs to be a component.) Biomonitor circuit and optical array don't seem to result in learning anything new.

The chipped tracer crafting unlock used to be overridden by Family Weaponry. I talked to Kinak about it, now the chipped tracer unlock overrides Family Weaponry

Tried crafting with tactical goggles on: juryrigged rocket, steel clad rocket, targeting bracelet (both steps), and frag grenade (dynamite + polysteel option). Nothing happened.

Tried more armory/electronics crafting with these on: Nitrox, aquatic jumpjet, focused needler, optical vest, zipgun, modern assault rifle, crackling coil, shorted cable, tinker's pistol (all three steps, starting with a filthy pistol), bloodthirsty sidearm, optical sidearm, autolock sidearm (all of them crafted in two separate steps from executive sidearms), chitinous rifle, tactical neural mesh, arrayed cybereye, optical visor, arrayed scope

EDIT, and with crafting the targeting cyberarms, again with no result, that's finally everything I could think of.

More crafting with this equipped: juryrigged bridge, novos hud manager, filtered hud manager, living gun, toothy pistol, improbable gun (restoring from rusted gun). Still no more unlocks.

With tactical neural mesh and arrayed cybereye, tried:
1) Various ranged techs with 4 Sight link (optical sidearm/needler, tactical goggles, arrayed cybereye, optical vest), and handcraft pda running eyesaround and targeting algorithm
2) Ranged/stealth techs with 4 sight link (same outfit) and handcrafted pda running targeting algorithm and optimized targeter. Includes kidney punch, dirty trick, fuming acid (following considered shot), psychotic break, and spade strike
3) Scope + personal sniper rifle, using longarm and precise shot techniques
4) Shooting enemies with chipped tracer then using tactical study on them

Nothing interesting came out of it.

Ate unformed chocolate with tactical goggles equipped, tactical neural mesh installed, was sober before.

Probably requires the neural mesh, unless there's something special about either the chocolate or Fae Sight. I took some liquified Eclipse with my Eclipse duration outfit on, except for wearing the tactical goggles, and got nothing of note.
