The tumbling needles seem to be partially blocked by the heavy guard's armour:

You send a stream of tumbling needles to bounce off the guard, dealing 3 ranged damage, but the guard deflects all of the damage with its armor.
The guard raises its armored limbs into a defensive position.

Possibly related to the evasion, but more likely something similar to the Steel Rocket.

And the reverse too -

The guard sends a stream of tumbling needles to bounce off you, dealing 3 ranged damage.

I have the following. This may make spading steel rocket/tumbling needles armour easier:

Hat: guard helm
Weapon: spring knuckles
Offhand: Midgard records ID
Shirt: dual armored vest
Pants: achromatic slacks
Gadget: actual antique watch

3 Etheric Defense
9 Melee Defense
6 Ranged Defense

Vs. Wall Turrets and gate guard, I get:

1 RP:
You send a stream of tumbling needles to bounce off the turret, dealing x ranged damage.

2+ RP:
You fire a stream of tumbling needles into the turret, dealing x ranged damage.

1-3 RP:
You send a stream of tumbling needles to bounce off the guard, dealing x ranged damage.

4+ RP:
You fire a stream of tumbling needles into the guard, dealing x ranged damage.

Seems to be comparing your RP to opponents RD. Steel Rocket may work the same way? I don't think I was tracking my own Fire Power when investigating that last time.
