I got this while killing the Ocean King to get the royal orb, so it was a protracted fight with multiple summons used; I believe I used all but one technique in my deck, though I forget what the last one left over was. I *think* it was one instance of Aid from Above that didn't get used. No special message on learning the technique, just popped up in the rewards.

Edit: Well testing this out and getting the message for using it with three hounds out, I learned another instance of the technique. So may just be for putting out a full pack with the Fenris tome.

I did get this from using Release the Hounds three times in one fight vs. ghouls in the Charnel House (Reopened). I didn't get it from doing the same vs the memorial statue + drone statue, although I did learn Hunting Command, so that might override it.

On first try summoning 3 hounds with the Fenris tome equipped, I did not get Fenris Command. Some other random factor here?

You call out, invoking the twisted hounds that haunt the ether. The hound appears as a spectral echo and tears into the scout for 10 etheric damage.
The scout rains a thick blanket of spores down on you, but your air is safely filtered.

Kinak says that it's intentional that while using Release the Hounds or Hunting Command, your hounds will not attack other hounds - however using Fenris Command, your previously-summoned hounds WILL attack other hounds. This seems to be an aspect of the new technology Midgard is working on. Interesting…

Note that the "failure" message for Release the Hounds ("they refuse to attack their kin") does increment the hound counter for the fight, so if you use Release the Hounds three times against a twisted hound and then use Fenris Command, your whole pack attacks.

(I don't think I ever thought to test this before but Release the Hounds also works in multi-opponent fights, against say a Midgard Security and Twisted Hound - you can use Release the Hounds a few times against the twisted hound and then use Release the Hounds once to send a whole pack to attack the guard.)
