Gaining a point of Will by reading one of these doesn't seem to make any difference in the message you get.

Tried using this with 22 Etheric Power, 21 Stealth Power, 33 Etheric Defense and 14 Stealth Defense, though not all at once. No message changes from any of those.

Nothing special for reading one while very judgmental (with Vigilante's mask and repaired Vigilante pistol equipped).
