Stealth power isn't required, I think, but makes it less likely that you'll run into the guards. Once you find all the known rooms it seems to be guards all the time, but I haven't tried pumping my stealth power at that point.

Either this gets harder as alert gets up or it gets harder the more encounters you've unlocked.
