Pondering the tree with a black rose equipped doesn't give a technique.
Beholding the tree with a crude skull mask or fake skull mask doesn't change the result. Crystal focus skull or exposed skull might work.

I'm definitely suspicious that there's something possible for beholding, since all the other options seem to have something. Exposed skull didn't cut it, though. No luck with Focused Perception, either.
Edit: No luck with Clear Eyes or Clearest Eyes, either.

Didn't record my stats at the time, but I had Perception and Etheric Power bonuses.
Doesn't look like it's Burning Vision. I frequently have that active when I'm etheric, but I just double checked and just got the "You gaze up at the tree, seeing hints of blossoms in the darkness of its crown." result with the following effects:

Edit: Also tried getting Red Lenses in cases it was some other sort of eye related effect group causing it, but no luck.
Edit again: Got up to 31 etheric power, no dice. Also tried putting 11 Evil Eye, which is what I've got for gaze techniques at the moment.
With a deck of 4x Serpent Pattern, 4x Distant Claw, 4x Call the Swarm, and 4x Rain of Bullets, I didn't get a flower. Replacing Rain of Bullets with 4x Withering Gaze and I got the flower.
Switched back to 4x Serpent Pattern, 4x Call the Swarm, and 4x Rain of Bullets and swapped Distant Claw with Evil Eye, didn't get the flower. Then switched back to Distant Claw and changed 4x Rain of Bullets to 3x Rain of Bullets and 1x Withering Gaze, got the flower again.

EDIT: Aid From Above, Blossoming Obsession, Encased Gaze, and Red Metal Gaze don't work either, but Focused Gaze does work.
Yeah, looks like a single instance of Focused Gaze is enough to work. Focused Gaze and Withering Gaze both ultimately come from the Flying Eye, so some relation between those and the eye flowers?
