Mastema says she got it from Andrea after giving her some fish (maybe a skullfish, lake squid and serpent venom gland?), and the Choking Depths technique from taking Eclipse with the necklace on. Skullfish might be key or just rare?
I just got this necklace from Andrea. I was in my hacking gear + heavy containment helmet (looking for the drone network) but every time Andrea popped up I gave her a different fish, in this order:
Lake Squid
Lake Serpent Sample
Lake Perch
Lake Bluegill
Bait Bluegill
Dock Pike
Mud Eel
First fishes got limnology video and/or xp. After the mud eel:

So I guess fishing gear is not necessary, and the only buff I had was Security Minded. I have used a couple limnology videos so I don't know if there is a hidden flag or if it's just a chance when turning in a rare fish.
I put it on and popped a single Eclipse for 5 duration. I fought and won a couple battles (all ranged techniques) but did not get any new techniques.
Gave Andrea another mud eel, did not get a second one.
It can be salvaged (although I didn't want to do that until I get another one) and it can be put into the gang stash as a curiosity. It does not show up in any of the ingredient lists when crafting/experimenting.
Thanks muttspam! Have you given her a crate of Eclipse this run (if you started Dr. Thomas Quest)? I thought I had during my earlier testing but now realize I didn't. I still can't get the necklace after giving her Eclipse and then a dozen or so more fish. I suspect that giving her Eclipse is at least one trigger I was missing.
For most equipment giving Etheric techniques, you need to gain at least 20 duration of Etheric at once. I suspect you didn't take enough. Either 4 single Eclipse at once or craft some liquified Eclipse should work.
Yes, I have given her an eclipse sample. I also gave her fish in the past so I don't know if it's a quantity of fish or just a rare.
I put on my Etheric Duration gear + necklace and used Liquified Eclipse, and I got 3 instances of it, so I guess it's duration/20:

I couldn't get the Andrea encounter with 60 turns of Etheric but I caught a couple giant pike and will try for more necklaces as soon as it wears off.
edit: aaand I just realized I coulda used Slag Antidote
So, fresh out of a reset, I gave her 7 mud eels, and was just getting XP and videos. I then gave her a crate of Eclipse, and on the next mud eel I handed over I got the necklace.
After trying for a while to get another Fishbone Necklace and only getting Limnology Videos, I figured what the hell. I salvaged my necklace for science! and got the following message:
