Because I've burned over 100 energy doing nothing but staring at a Descrambled plasma TV in series - all back to back with nothing else attached. How do you get the accursed thing? It's driving me nuts.

TV - watching while wearing particular equipment? under a particular effect?
scanners - seems unlikely, these just pick up gang warfare
PDA - seems very unlikely, even if they were fully implemented they're not for watching news

Somebody in chat said that, according to Kinak, getting the skill is a matter of brute force. If that's right, I'll bet getting the skill is a matter of seeing this particular program many times.
Yeah, I got it from watching TV in my pad in Southside, not really trying for it (though I burned a day's worth of turns there unsuccessfully trying to get Walk with the Blind, so).
