How do we get this guy to show up? Is he a vigilante encounter? I haven't gotten him in 3 day's worth of turns.
Really? That's odd. I've seen a ton of him, and it's not agenda-related. I've only encountered him directly twice, but I keep getting the choice encounter leading to him (you see a wounded figure limping).
You're in my gang, and in gang warfare, so this doesn't make much sense. And you've definitely completed the sewers quest. And I'd imagine your stats are high enough that that shouldn't make a difference if there's a required minimum…
Mind you, I was using a Metroplex slugger, slick shades, team jacket, On the Prowl, and sometimes Expensive Smoke, so maybe you should lay on a few of those if you weren't already…

I've asked Kinak about this, and he says "There are actually two different encounters with different mechanics at work, the choice and the combat. That said, don't worry about the choice at first. There is one thing it doesn't sound like you're doing that can get weird combat encounters in Gang Warfare. It's not a normal encounter, though."
This seems to suggest to me two things. A) The combat is vigilante justice, and B) The choice only occurs after the combat. So you would encounter him in normal combat only with vigilante justice, but once you've beaten him you can get him from a choice adv that occurs separate of agenda. Do you remember whether you had vigilante justice set as the agenda when you found him directly?
Just as an aside, we can confirm that the generic "spit acid" attack it uses is a ranged technique. This may be true for other enemies besides the mutants. Confirmed this with Primitive Attack combat message.
I used Acid Splash against one and got this message, which I've never seen anywhere else:
The twisted figure howls in agony as rivulets of your acid etch into its flesh for 37 damage.
EDIT: Nothing interesting seemed to happen when I made a special all-acid deck and killed one with nothing but this technique.
Well, hmm. I have only been encountering the wounded mutant (I used the choice adventure to jump him), and after the all-acid fight I found an unwounded one.
Using Fuming acid technique against a sewer mutant:
The fuming acid etches trails of ruin into the twisted figure, dealing 34 damage.

I just added a suggestion that using acid attacks prevents the encounter with the 3 mutants in the Abandoned Subway from occurring. The evidence for this comes from never getting it while using acid attacks, and the Subway Dweller Conversation, where he says:
The others are us, just smaller. Have to not get cut or there'll be more of them.

Hm… so you don't get the Wounded Mutant encounter if you acidify the guy? If so that should be added to the Wounded Mutant encounter unlock section. (We may also want to test the wounded mutant's hp to see if he's completely faking his woudns or just exaggerating.)
