I managed to get together 100 old coins, so I decided to get the epic book. Imagine my surprise when I got a bloodied switchblade instead. It's really not a bad item, but I'd rather get the book. Is the jungle book really gone?

I'm not sure why the book should be considered better than the other items. You just found the best etheric weapon in the game!

The book allows me to increase PvP encounters while not having to sacrifice any inventory slots. That's pretty much the most desirable thing in the game for me right now.
On the other hand, that switchblade would be completely useless to me, an all-ranged combatant.
I would be mighty pissed off if I got that instead of the book, just sayin'.
Right, and someone who intends to use an etheric deck in gang warfare would love the switchblade. Admittedly the book is useful for any PvPer, but the skill vanishes on reset while the switchblade doesn't (and is still useful if you quite PvP).
Also, there are probably other items in his stash, and I certainly wouldn't like to have to get 500 old coins to discover the last one (I believe the arms dealer will not currently sell you duplicates, though, so trying again will still give you a better chance).
Main point being, one man's treasure is another man's trash. Sell the switchblade if you like, although the book must be earned as with any skill. The purchase may be a higher-stakes risk than opening a stolen crate or fighting Big M's henchmen, but even a disappointing (to you) reward is still useful.

I just really don't think the reward for such a time-consuming task should be random.
I've been PvPing for a good month and I still don't have 100 (though this is partly due to us already controlling the areas enough so that I don't fight most of the time :P).
I would have a major bruise on my head if I got a switchblade for that :(
My current gang warfare record is "Wins: 340, Losses: 124," so that's almost 500 combats with less than 100 gold coins. :(
Obviously, most of those were defending, in which I don't get any coins (maybe that should be changed?) but still. Ouch.

Actually, the original plan was the exact opposite of this (that the book was always the last item). Skills are the ends of paths, not beginning.
Not threatening to change it back or anything, just providing some context. It's not a 'large percentage chance of getting screwed' it's a 'small percentage chance of getting what you want early.' Each item is only granted once (per lifetime and won't be granted if you have it already), so you will get it eventually.
A static way to get the book would cost a ton more, though, just so we're clear.

This is actually the whole point. Defenders get some PvP rewards, attackers get some PvP rewards. Defenders get a couple ways to get old coins (they are winning, after all), but just enough to get a taste, if I balanced things right.

Hmm. That makes sense. Pretty clever, actually. That's usually the way it works, yes.
I'll be quite honest; recently I've not been patrolling the areas, in the hopes that it will get taken briefly so I can get some more coins…
It's a little oddly balanced, in that controlling areas usually bestows one or more constant particular benefits, and attacking areas accumulates a separate currency that you can use at any time (which also means that after getting all the items and such, there's no reason not to control an area (that we know of)), but I suppose that counts as the "upper hand" and is the goal in the first place…so yeah. Odd though it may be, it works.
