Actually, I thought about that at work Today, Kinak. It seems that the effects of eclipse seem to involve some form of experience or interpretation (The ghouls, the hounds, and most addicts never seeing either, but seeming to see.. something else? Pretty? Nice? Colorful? We don't know. Closest we have is the raver girl who wants to help you 'see'.)
The only people who seem to 'see' the same thing (The hounds) is the Third Eye sorcerers. And that's only after their own summon. The ghouls 'bridged' the line by being in the altered reality slowly connected to the underground of the old meat warehouse that seems to have lost refrigeration, or the company might've gone out of business, or who knows. The meat may not even be real (Since you can't re-enter after the ghouls vanish). Either way, the warehouse only served as a 'creepy' connection for the 'creepy entry' the ghouls were dreamed into coming out of.
This of course raises more than a handful of questions on where to go from here.
Edit: Needed to note someone I forgot about until now. The inner slags and the bioresearch in the outer slags BOTH have access and knowledge of hounds. The wounded slags security even mentions specifically being torn into by hounds.
