Okay, so I have previously found two Walk With the Blind's (from TV)
First use (Walk with the blind not equipped): You sit back to read the Blind Legion's tract. It's cheaply printed and poorly laid out, but there might be something interesting in there.

It's hard to hack through the text at first, but there's a bit of a strange buzzing in your brain. Focusing on that, you can all but swim through their strange worldview.

For a fleeting moment corporate ownership of the means of production and the drug problem of today's youth are the two biggest problems in the world. That was… odd, but strangely enlightening.

Second use (Walk equipped): You sit back to read the Blind Legion's tract. It's cheaply printed and poorly laid out, but there might be something interesting in there.

These make a lot more sense now. Half the confusion is from trying to explain a complex philosophy on one sheet of paper and the other half is them trying to convince folks to stop using Eclipse without explaining why.

The whole "living in a false reality and waiting for our eyes to be opened" thing is still pretty unclear, though.

Third use (equipped): Exact same as second.
Fourth use (not equipped): same

Was able to get the second message (the "For a fleeting moment, corporate ownership…") within a few tries; will need spading.

Before getting the second message, I read a tract while etheric and read another tract with Pep. I read a couple more (total: no more than five) before taking an orange juice sample and waiting a day. Used first action to read and received second message.

I decided to see just how many tracts I needed to read to qualify for Walk With The Blind. For the sake of clarity I used them all one at a time to check for any text changes. Here is what I observed:

Tracts 1-15 gave the standard message:

The tortured logic and rambling sentences are almost more than you can handle. You finish up, feeling exhausted.

On tract 16 I received a different message:

Once you hack through the unnecessary capitalization, the anti-drug rants, the political alarmism, and the long, meandering sentences that never seem to end, there's actually some pretty insightful stuff in here. It's hard to piece together from little fragments like this, though.

I continued to use the the tracts until I reached 25 in total. At that point I decided to start watching TV and was successful:

(I didn't see the success message on the page for TV so I preserved the message.)
The TV warms you with its soothing glow as you rest in front of it, flipping through channels.

Hey, there's a program on the Blind Legion and they're giving away free copies of their book. That'll be way easier than piecing everything together from pamphlets. You give them a call and get your free copy.

The TV I used was a Descrambled TV and the only effect I had active was Unbeliever. I received the effect from the program just before the Blind Legion program so it may be significant albeit speculative. Continuing with speculation in need of data points going by the messages from the tracts it looks like I could have qualified on the 16th(as it appeared to be a one-off) or 17th use(as it was the message the continued until use 25). I'll give it another go on my next reset and see if message it is message #2 or #3 that is of interest.

I figured the message from the tract page that gives 4xp to Will would have been the trigger so now I am also curious about the conditions on that one.

If there is someone who has some energy and a few legion tracts to burn there is something I'd like for you to try. Use a legion tract to gain gain the last 1xp for a point of Will.

I coerced someone to try and it took 42 tracts to trigger. It began with over 16 staggered out, then 16 in a row, and then by gaining a point of Will with them. After the second message occurred the third message began with the next tract used.

So it looks like the second message could be a random affair, involves gaining a point of Will with a tract, or some other trigger. So again more data would be great.

Otherwise the only other avenue I can think of with the two data points I have is that involves base Will in some manner. The affair that took 42 tracts resolved on gaining a point of will which brought their base to 13. Possibly needing at least 13 base will and have read at least 15 tracts possibly less.

Additionally it looks like the TV program for the Blind Legion to acquire the book is a Descrambled TV program like the Blind Legion program that yields no book. After 55 turns of watching with just a basic TV neither of the two programs occurred.

Reading one at a time:
first 17 uses: "tortured logic"
18th use: "Once you hack through", and I leveled up to 32(76) Will. Looks like this could indeed be the trigger.
19th use: "These make a lot more sense now."

Should have tried watching TV after the second message but oh well. I got Walk with the Blind with the above stats, along with Unbeliever (got it 8 energy before the book) and Holiday Cheer.

I just read 50 in one sitting, without gaining a point of Will, and only got the first message. Of course, I didn't eat OJ today or yesterday … on the other hand I never even thought about eating OJ in 2009-2010 when I *did* repeatedly get the "good book".

I think I remember a longer message from using more of them … perhaps something from gaining more than 1 point of will at once?
Or interaction between the "buzzing" trigger and gaining point(s) of will?

Went resting (forgot to install a TV for a few energy there >_<), got the book.

Yep, it looks like the conditional for "use until you level up Will" is correct, or at least I got the same result:

Will: 9 (7 XP to next Will) buffed to 18

EDIT: I also had 52 unbuffed and 55 buffed Will at the time.

Grabbed another copy of Walk With The Blind this reset. Only encountered the canvassers twice on the Southside (total of 5 tracts received.) and read only three tracts (two to gain a point of Will and another for the third message.) The TV wasn't overly cooperative but when the Legion program finally aired I received the book. I'll do another pass on my next reset to see if I still receive the book if I stop on the second message.
