For what it's worth, I'm not getting the "Folk Horror" option yet, even after hanging up crepe paper and enjoying the ambiance in Meeting Room Decorations. Maybe I haven't hit the threshold yet.

Is there a trigger for this? I'm not getting this encounter at all. Halloween ID badge maybe? (Mine got stolen by guards at some point).

Yes, you need the downtown Halloween ID to get this encounter.

Having inexorable tune going does not unlock the inexorable horror option; probably requires actively contributing to the pumpkin side of things.
