It seems like killing the poet isn't the trigger, or perhaps there's an additional requirement that also needs to be met. Because I've killed the poet, and I've spent hundreds of energy in the quad, running into all the other vigilante encounters, but I'm not finding this guy.

Well, I'm officially clueless. I've been trying to remember what I might have done differently than everyone else, as I seem to be the only one who gets to meet the psycho. Cryptodynamic and I even have mostly the same skills and are in the same gang.
So I'll just list the things that might potentially be psycho-worthy here:
I have the ghoultouched skill and regularily still my hunger eating people. And I have the cannibal avatar active (I'll test changing that tomorrow).
I resolved the protests in the quad peacefully by doing the myers quest.
I have given away/sold 10 crates of eclipse of the Dr. Thomas quest. (I can't remember if I had given the Third Eye Hunter eclipse before today or not.)
I killed the poet after having "responded with worse". (I think)
I have Fae Eyes.
My scientists are all alive.
I wear glasses in real life.
I'll kill the poet after I respond with worse to him and look for the psycho. I'm sure some awesome hacking thing will be found in the computer lab right after I do that. :)
Only difference then would be that I have given away 8 crates, I shall give the hunter one too, and no glasses.
Edit: Mocked him twice (once with bad, once with satirical poetry, to really drive the point home). Then I ate his corpse.
No Psycho in lots of vigilante fights. Maybe tomorrow. Otherwise there must be something else you have done.
Another thing that has just crossed my mind: I have used the REM timer quite a lot, trying to find something special about it. Considering the psycho is sort of a bad dream ("It's not as though you can kill a bad dream, only replace one.") that might be worth looking into.
Will look into that.
Hehe, after not meeting the psycho, after eating Dave the poet, I went to see his buddy in the Happy Hour (I finished helping him in the computer lab):
"He chuckles. "Yeah, I totally saw you own my buddy Dave on the Quad. He's got his whole performance art thing goin', but you took it to a whole 'nother level."
You spend the next few minutes basking in honest praise and respect. It's… nice."
He missed the 2nd owning. >:)

Yeah I did that too and asked Kinak about it and said that basically he has no reason to know about his buddy's death since he's busy chompin' pills to leave and find out things, and that since you were nice he wouldn't believe you did it.

Edit: On a slightly related note, there's one more requirement to meet him that wasn't being checked properly. It's not a hard one, though, probably the first thing you'll think of.

Good thing Lo and co. never see the eating happen… the conversations you could have.
The Hammer luckily didn't notice my teeth marks on him, or didn't mention it when I talked to him later. :)
I did not get the psycho today.
I have tried pretty much everything we discussed, including: cannibalism (to still hunger and afterwards for fun), switching out avatars, resting and fighting with the REM timer equipped.
All without being etheric. I'll try all that again tomorrow with some Eclipse in my system.
Edit: Tried it again with Eclipse and met him. Also, confirmed that he only appears as a vigilante encounter.
2nd Edit: I encountered the Psycho today without having rested with the REM timer. I was however etheric.
To sum up, so far I have ruled out:
cannibalism
REM timer (encountered him without having used it in days)
any other data with or without neural link
and confirmed:
that he really is a vigilante encounter
being etheric is (now) necessary
That leaves me clueless again. I will try messing around with my pvp encounter rate, but that is not really very promising. Do you have any other suggestions?
