Do we really want/need a separate page for the before quest area? Seems like it'd be less confusing to just have all this on one Docks page, with notes about the conditionals.

It seems logical to follow the same pattern as Southside park before quest and dockside sewers before quest. I'd rather not have to put a note after every docks encounter saying either "before quest completed", "after quest completed", or "any time".

Guard Encounter

I ran into the guard encounter after blackmailing the guard in the deal for info. I'm not sure if that's the trigger, or if the people who usually pay attention to combat text just don't spend much time in the area and didn't run into it.
