I threw 10 molotov cocktails to start the day and encountered four of these guys. Lost to the first one, then switched to ranged gear and defeated the next three. I did throw some cocktails the previous day so I don't know if the counter carries over or not.
I also tossed 10 before going etheric, and it looks like I got 3 encounters. (1 loss, 2 wins). So I'm guessing the counter does carry over, and that it's probably 1 for every 3 molotovs, similar to the snow avenger.
