I tried a quick experiment - with +7 (Massive increase) combat chance, it's not enough to get nothing but combats in southside park. I'll try again at +10 once Christmas is done to see if I can get 100% combat rate anywhere.

You might never be able to get 100% if +chance only improves the odds, instead of changing the odds… ehm, I'll skip trying to formulate that more clearly with words and use an example with dice.

Southside park (with no +chance) = roll d3 for 1 - non-combat, 2 - choice, 3 - combat encounter.
park with +7 combat chance = roll d10 for 1 - non-combat, 2 - choice, 3-10 - combat.

I'd prefer that system balance-wise to a system where you can effectively turn off types of encounters, which is kinda odd. But maybe with +10 you will turn off non-combats.
