went up and down the damaged building in ~35 turns with lots of +noncombat, no feathers found. Mostly nonetheric, a good bit of slags poisoning, 3 turns or so of ocean sight.
Got an owl feather at the biotech, non-etheric w/ocean song. I'd already switched to +choice, since hey, the cloak already gives it and Kinak's devious enough to have noncombat encounters that are affected by +choice. :P

got raven feather with 35 energy of soft wind still left
equipped raven feather until it crumbled, with 11 energy of soft wind left
after soft wind ran out, got an owl feather, used it
got another owl feather with 1 energy of soft wind left, neither used nor equipped it
got a raven feather with no effects active

For me it seems you get the feather depending on your lowest power from what i can see i think ill have to check out still i got a new feather so:)
seeing from differen text with active feather maybe you have cosecutively use the same feathers until you find something??
Kinak sometimes uses unearthly items to make parts of the game that people were largely ignoring attractive somehow. I certainly did a lot more crafting once the red-lensed goggles came out, spent a lot more time Etheric thanks to the crystalline flame, etc. Since this item increases chance of choice encounters, I'm wondering whether maybe the kind of feather you get is somehow tied to how often you choose the "walk away" option with choice encounters. Maybe picking real choices gives better feathers? I could be totally out in left field here, but it might be something to track a couple of times.
The various messages for Drifting Raven Feather encounter make me think that whether one has Ocean Sight or Fae Sight makes a difference, at least for raven feathers.
I'm starting to feel a little more confident in my theory that picking choices other than "walk away" is important. Finally got a genuine hawk feather to drop. After my raven feather crumbled, I went to The Quad with Ocean Sight active and every time a choice encounter came up, I always picked an option that would lead to a fight. For what it's worth, here's all my other info:

I'm not that positive about "Walk away from choice encounters" for the raven feather, since I didn't walk away that much when I got my 3 raven feathers. I was assuming that getting feathers might have to do something with choice encounters and I'm still assuming that Kinak won't encourage walking away from them. I did avoid fights as much as possible.
