Trying to follow the wind's lead
Part of the description says:

I figured maybe it was trying to lead me to owl food. But nothing special happened fighting either the Cornered Rat (non-Etheric) or the Angered Rat (with Ocean Sight active) from either the Sewer Rat or the Pile of Garbage choice encounter. No go fighting the Rat King in the Dockside Sewers and the Midgard Laboratory either.
FWIW I had a "highly" increased chance of choice encounters and 10 Stealth Power, on the theory that I should go with the bonuses the effect was giving me.
