The encounter text mentions hearing a "familiar song". This makes me think of Ocean Song. I wonder if this encounter only occurs if you have Ocean Sight.
EDIT: Nope. Raz has Fae Sight and he got it.

Just got a raven feather with this text:
Wind whistles in the distance, bringing a strange scent you can't quite place and even stranger whispers. You have a feeling that following them will lead you on to ever-stranger shores.
When you glance around, you notice a feather has fallen from your cloak.
Melee deck, at the Waterfront with only Ocean Song active.
Got the same message with 35 energy of Dark Wind active and no other effects in the Dockside Sewers. I picked a choice other than "walk away" every time I came across a choice encounter.
Same message, this time in The Quad, with Dark Wind active and always picking choices other than "walk away". That rules out the "near water" hypothesis.
My guess would be that the message about a familiar song is only if you have Ocean Sight active, and the message about green lights is if you have Fae Sight active.
ok i got the homely message with fae blessing, fae sight in severs so its probably based on location and effects
Adventured at the Waterfront, melee deck. Started with 59 energy of Ocean Sight and 83 of Dark Wind. I was going to try walk-aways, then changed my mind since I have all this Dark Wind and I'd hate not to get a raven feather. So, what I did:
Noncombats: 1 (Singing Fish)
Combats: 3 (Lake Serpent)
Choice Encounters: 16

Got a genuine raven feather, as expected, with the expected message about a familiar song. Now at 40 energy of Ocean Sight and 64 of Dark Wind.
