I'm guessing this is due to the skill, but it may be part of the general ghoultouched changes. I'll put it here for corroboration before I edit any pages.

Got this using Ghoul Bite with Ghoultouched active against a Dock Security. I also had a mad surgeon's kit equipped, FWIW.

You feast on the guard's flesh, savoring the organs and regaining 5 Energy and HP.
You learned a new Technique: Organ Feast

I did get the technique sometimes without the kit, so that's probably not relevant. My inclination is to say that a hidden effect of the skill is that it lets you get HP as well as energy when using Ghoultouched, and also may grant the technique.
