With only an old pole and a training hook (-2 fishing bonus), I got the message:
You've gotten much better at fishing.
We'll have to see how much that counts for.

After 66 fishing trips with this active I'm seeing that I received 1xp whenever I fished up 2-3 items and the 2xp result for fishing up 4-5 items. If someone could double check these results that would be great.
Additionally if those results are found to be correct I'd be very interested in the results for 0-1 items and if more than 5 items were obtained with the yield bonus from cheater's line.

With results of 6-7 items you will receive 3 Will xp. Additionally the triggering message remains the same. This leads me to strongly suspect that the bonus fishing xp is from results of 0-1 items.
If someone happens to have a low fishing rank (low being defined as not having the Fishing skill) and would be willing to take a look that would be most helpful. If you don't have Challenge Hooks don't worry as providing them should be a non-issue barring interest from dozens of people.

Sorry, you have to be pretty bad at fishing to get less than 2 items apparently. Note that I didn't get the Fishing skill even at Comfortable; guess it checks your (de)buffed fishing modifier and not just your base?

That's extremely helpful Vholes. Seeing the bonus fishing xp being independent of the items caught isn't what I was expecting but it is interesting. Looks like it doubles fishing xp gained until you hit Comfortable which is handy. Still a question mark about what happens with 0-1 items but it looks like that has a really narrow window of opportunity. Huzzah for progress.

EDIT: this was with old fishing pole and challenge hook, no other fishing gear, on the normal waterfront encounters.
