Does killing the artist make kingly favor work worse? It seems that it would from the conversation.

Kinak said that the GK would teach Binding Words under the same circumstances he'd teach Pyrophobia and Call to Feast (probably having completed The Missing Artist by saving the artist somehow and knowing at least one instance of the technique in question already), but that he won't teach Rasping Teeth because it's not "thematically appropriate".
Eh, yeah, actually I had discovered the binding words thing earlier today (but couldn't edit the wiki because it wouldn't let me log in…). I don't know if having rescued the artist is part of the condition, but having at least one instance of the technique almost certainly is.
I finished The Missing Artist quest and picked "Teach me your ways" and still got only basic techniques, despite having instances of Binding Words and Pyrophobia. Then I equipped the tome of binding and got one fancy technique each of the next two times I asked him. This requires further testing, but that may be significant. It's be interesting to see if having the tome equipped would suffice to let you learn advanced techniques even if you hadn't saved the artist yet.
I can confirm this. I finished the black sketchbook quest without ever asking him about it and he will neither even mention that David was in trouble nor give me the upgrades.

So, I heard killing the artist, thus getting Pyro, causes Kingly Favor to become useless unless you have a tome of binding equipped. Can anyone confirm this?

When you next talk to the king after getting the artist killed, he won't do anything for you that day because he's pissed off. It works as normal after that, though.
