Looks like it is some sort of percentage chance to fight back the tentacles rather than any special opposing tech thing.
The Writhing Mass also does this. My sense is that your chance to get the "fight them back" message is based on your Strength. As one of Arkaim's logs above shows, this doesn't seem to work if you're using a Ranged technique.
EDIT: Having the stick of dynamite from Check Your Pockets work underwater is right on the border of being a bug, seems like, but it got me thinking. It's interesting that the octopus is weak to fire. Underwater Fire combat is pretty niche, but maybe someday we could get magnesium as a crafting ingredient. See, magnesium can burn underwater. >.> I'm not sure if in real life that would translate into practical combat applications, but with Eclipse, all that matters is how people think it works, right? Also, MAGnesium would almost be my custom element…
Turns out that writhing mass "fight them off" message is just the response vs. Melee, (tested with strength as low as zero and high as 45). I can't get it to fight them off while unopposed though. I doubt it's a percentage thing since no other techniques seem to do that (except for maybe lucky shot), but might be some trigger we're missing.
(Also, for what it's worth, Kinak said that the stick of dynamite underwater isn't a bug.)

In the beginning, men were mortal.
Did you happen to get any Broken Bone in that fight? Maybe that's enough of a debuff for him to grab on? (I'm assuming it's some kind of stat comparison?)
(The Integrated Ram Play technique tells me that it has at most 22 Strength, but that's about as far as I can debuff so I'm not sure of the exact value.)
EDIT: I just read further up this thread, maybe it's just vs. Melee or Ranged that you can fight them off?

Read further up the thread more carefully! Mag's hypothesis was that you couldn't fight them off with ranged attacks (Arkaim failed to). And it's possible to fight off the grab while it's unopposed. You even fought them off with evasion, which normally results in a different message (slipping away).
I believe you can only get Broken Bone after the octopus has grabbed on, so without the Causality Reverser equipped I don't think that makes sense.
There could be some confusion between Drag to Maw (which can be fought off) and Tight Grab (which can't?), but Arkaim has posted one combat log where he definitely fights off Drag to Maw one round and fails to the next.
