The new text for fighting him mentions his cybernetic eye prominently. I can't think of a way to make it drop, though. (It's currently impossible to get salvaging tools or even an electrical kit without finishing the quest.)

I got the "Huh, maybe I'm getting rusty in my old age." message after only having gotten beaten to hell once by him. It wouldn't surprise me if the text is based on how many explosive shots he uses because that previous fight lasted quite a few rounds.
Turns out the is a way to get an electrical kit before you fight the Gang Boss! BigBellyJarelli managed to steal one from the Sleeping Fangs. So maybe we can get our hands on that cybernetic eye after all…
