Apparently, this technique was bugged (except for defenders in gang warfare—go figure) until last night. It should actually open holes in opponents' defenses now under the appropriate circumstances (whatever they are), so keep you eyes open when you use it.
I suspect that there's a debuff effect or two associated with this technique. There's this mysterious "opens holes in opponents defense" AND there's several missing effect IDs in that area (#266 - #268).
Once the Metroplex Day excitement dies down, I'll try to get a copy of this to test in PVP (unless someone else has a copy that they could use against me in PVP…)

Took another swing at trying to create openings in my enemies' defenses. Figured my best bet was to get the "weave between attacks" message by dodging a Melee or Ranged attack and then attacking when my opponent follows with Evasion. Nothing special, whether I use the same kind of attack I dodged or not.

I note the Melee or Ranged versions do actually block both types of attacks (Melee and Ranged, non-directionally). The text changes based on who you are targeting:

EDIT: this is somewhat nuanced, or more than I am seeing right now, I think possibly the "You carefully weave to and fro." applies to a lot of conditions:

The guard fires a short burst into you, dealing 2 ranged damage.
The guard dives for cover.
