Can only people who know about this get it? (i.e. people who have used the core to get the recipe(s))

I'm guessing you have to know about it (there's quite a bit of precedent for that, if I remember right).

I just noticed the personal dish requires a comm dish core as well, which lessens the prospects of smaller gangs getting in on whatever content the dishes bring. But then, I guess "prototype" does imply later versions.

Xerf got a couple of dish segments without ever setting an eye on a dish core. So, possible.
