rustikov reports having given the sea lord's crown as a gift at the Distant Palace and then later having given the ringing urn to the Ocean King, but doesn't remember details about what triggered the skill. Since he doesn't have Monarch's Call, it's possible that giving over the crown without having used it to get a skill first is required. Or, maybe just giving that as a gift and then capturing the King of the Fae suffices.

I gave the sea lord's crown as a gift (having already used it to get Monarch's Call) and then handed over the ringing urn and I got Blessed of the Seas. So either you have to give the crown as a gift without having used it first to get the skill, or else there's some other trigger.

Hm, I wonder if something special can be obtained by giving the Bone Scepter before obtaining the Ghoultouched skill too?

I had the a similar thought two runs ago. If it turns out I needed the scepter in my inventory instead of having it equipped, I'll scream.

I did a run where I gave the scepter away from my inventory without getting Ghoultouched beforehand (because I wanted the gunslinger conduct) and I didn't get anything special. Of course, I'm pretty sure I caught a regular faerie and not the king, so that may be the problem there.
