With three decals, when using a jack o'lantern this added the line "A trio of glowing skeletons hover above your head, making it even spookier." after the normal use message, and I got 25 energy of Halloween Spirit instead of 20. So perhaps a fixed bonus for having even one, then just changing the message?

My experience supports that theory:

"A pair of glowing skeletons hover above your head, making it even spookier."

My hanging glow-skeleton gave 25 energy of Halloween Spirit instead of 20.

No.

Holo Pumpkin + University Jack O'Lantern make each other "extra spooky", but oddly enough don't increase the amount of Halloween Spirit gain. Or maybe they just don't stack with the skeleton decals.
