Unfortunately, none of my Pyrophobia/Blazing Torch experimentation has gotten me anywhere.
So here's a bunch of messages which are probably useless without context but trying to spade where the maniacal laughter comes from. So far I have only gotten it against the slags guard at the gate to the slags (both in and out), and the 2 guard encounter after being disconnected in hacking. All with Etheric, without mask.

Which reminds me - I should check if the stats are all the same for both slags guards that do/don't drop metallic powder.
I got the cackle maniacally message too. So it's not a Leaping Flame thing. I got it in a PvP fight. I was NOT etheric.

I really don't see how you like the big ugly thing in the middle with a bunch of different conditionals squeezed into it. And I don't see how you would be happy with the brackets/parentheses double whammy combo at the very bottom.
