So it seems that xp gain from the new chips is based on what stats you have already. I have very large stats for having not reset in a long time, so i get almost nothing. Others seem to get quite a bit.

Adding personal data:

With 19 perception, got 219 substat

At 13 base Perception, got 349 Perception XP.
At 50 base Perception, got 3 Perception XP.

I'm guessing, based on data from other pages, that 50 base stat is when they start to give pretty much nothing.

Likely, diminishing returns: got 3 Perception XP with a base stat of 86
