I didn't scatter the bums (ran away from that encounter every time), and only shook down bums 3 times before I got Carlos.
Carlos would only give me 3 Eclipse before telling me to lay low, which is consistant with your spading otherwise. I wonder if fighting enough bums is equivalent to scattering them?
I think the number of times you need to help him in order to get Carlos as a contact varies. In recent runs I have never scattered the bums and sometimes I have gotten him after helping 3 times and sometimes it has taken considerably more than that.
Yeah, I guess that impression as well, though haven't counted specifically. Some times it seems to take a full six shakedowns, even with running down/killing bums in the meantime, and sometimes fewer. I think there's still something we're missing (or just RNG).
New run — I've helped the gangers 8 times so far and no Carlos yet. Never seen it this long. I have talked to Mikhail and started the quest.
Only thing different I can think of is that I had a garbage sticker instead of a unearthly coin, and filthy pistol. Maybe dressing like a bum makes Carlos trust you less? Or lower stats because of the sticker.
I'm thinking scattering the bums or not scattering the bums doesn't matter for getting Carlos as a contact with (minimum of) 3 Fang Points.

I killed all gangers I came across, and got Carlos after the fourth time helping the gangers (3 Fang Points).
My stats at the time were Perception 4, Reflexes 3, Strength 1, Will 2
Lack of getting Carlos at minimum Fang Points might be due to low stats. If not RNG, my guess is needing 1 or 2 Will (thematically "presence of self," strength of character).
Oooh, that makes a lot of sense. Good catch Defitan! I figured there must be some factor I haven't been accounting for but never figured it out in the last 2796 days and 153 beta resets ……. I never considered looking at my stats here. It definitely seemed to be random somewhere be 3 and 7 times helping the gangers, and no amount of helping or running away seemed to matter.
Assuming it's base stats that matter (otherwise, unearthly coin seems way overpowered), but I'll start tracking my stats when I get or don't get Carlos and see if we can't nail down a pattern.
