I have been hoping to shake some hidden benefits out of this skill, but no luck so far. I tried using Precise Shot and Longarm as openers with a sniper rifle and an optical bracelet equipped and more Stealth Power than Ranged Power. I have not noticed any changes in combat messages or anything else out of the ordinary, even when I kill my opponent with just the opener and don't chain for maximum sniper-y one-shot-one-kill-ness. If there's a special Sniper Shot technique hiding somewhere, I'm out of ideas for finding it.

What exactly does "ranged opener" mean here, anyway? Is it any ranged technique in pass 1?
Or does it have to have an "opener" variant and trigger it (at least one tech after that)?

To answer the above question, it seems that all ranged techniques used on pass 1 count as Ranged Openers.

Also - this continues to take the higher value even if one or both your powers are negative. Eg. with -4 Ranged and 0 Stealth Power, it counts as 0 for openers. Or with -8 Ranged and -4 Stealth power, it counts as -4 for openers.
