I managed to encounter one of these guys, but unfortunately I have no solid idea how I unlocked it. It's a combat encounter. The encounter text unfortunately doesn't give much help:

As you make your way across the Quad a snowman charges towards you, its mouth open in a terrible scream. What sort of lunatic is giving these things axes?

(I'm not sure if there's a place we're recording it.) For what it's worth, some stuff I did and didn't do:

• I did not kill Dave the poet
• I made a point of killing at least one of each kind of snowman at least once today (fresh snowman, fanged snowman, horned snowman, staring snowman, swarm of tiny snowmen, fuzed snowmen, evil snowman)
  • I only beat the staring snowman once; I did not get a red ornament, only a green one
  • I fought the swarm of tiny snowmen three times, on the theory that maybe attacking cute helpless-looking snowmen would attract the wrath of the avenger.
• I did not have any Holiday Cheer active
• I had been using a melee/fire deck for most of the day, then switched and had been using a Petrol Splash-based deck that was otherwise all Fire for a bunch of fights before it showed up

The snowman recoils as the petrol soaking its body bursts into flames.

The snowman howls wordlessly and brings its axe down on you over and over for 30 damage.

The clinging mixture continues to burn the snowman for 20 damage.
