The trigger for not being bothered isn't having a sailing outfit. I salvaged all my sailing caps before resting, and got the good result anyway.

This is anecdotal data — but there may be a daily counter for how much attention you've gathered on the ship. I don't have a lot of data but it seems that early in the day I could walk away fine and then after that I start getting sailors. Then rollover happened without changing anything else in my equipment/effects and I can walk away again. I could imagine this being reset by leaving the ship? Anyway, I will pay more attention to it in the future.

(I briefly thought that you get the sailors if you are under spectral curse but I've gotten both results under it.)
