I can't figure out how to successfully interrogate them.

Echoing Arkaim's comment from 923 days ago — cannot successfully interrogate. It is not (in order tested):

• 0 panic
• 5 panic
• 10 panic
• 20 panic
• midgard cap
• msec outfit
• construction worker outfit
• spider drone unlocked

EDIT: Seems to be stealth power related. Seems to be specifically triggered by shining glasses, or at least somewhat related to headgear.

10 SP w/glasses = interrogate.
10 SP w/o glasses = combat.
-1 SP w/glasses = interrogate. (glasses were only thing equipped.)

I was curious if anything else would be intimidating and after removing all equipment and trying some items alone I had some successes. The steel mask, crystalline flame, and hunter's heart were sufficient to make the workers talk. Some failed attempts involved fireworks shades, ornate letter opener, and oddly the Vigilante's mask.

Ah, thanks Valmo, I suspected there was more to it than that — more investigation, it seems to be checking if you have ≥3 Etheric Power. Steel mask alone did not work for me, but steel mask + another 2 EP works. Shining glasses + jade amulet does not work, but shining glasses by themselves does. 2 EP was not enough.
