EDIT: Managed to win! Fire Serpent with Breathing Embers does damage it (huge thanks to Crypto for suggesting that). The amount of Breathing Embers you get is proportional to damage taken from that, so best hope is to debuff your fire (?) defense a bunch, fight a smoke dragon to get a bunch of energy of it, and then buff up on Fire Power/Defense. (warning: panacea pills will get rid of Embers).

I won with 7/78 HP left. Flowers Light and Dark, combined with Ancient Resilience really made a difference. Grabbed every bit of fire power I could - +4 from Wrecker, +4 from Midgard Player, +2 Cyclic Sketch, +5 Breathing Embers, etc. Swapping out the red-lensed goggles for an air filter might be a good idea.

I definitely overbuffed, and I wasn't prepared in advance for Metroplex Day at all (nowhere near full E/H/B). If you plan in advance, you'll have plenty of resources for +evasion power toadstools, Ye Olde Highest Attribute trick, and whatever fire power you can scrounge up.
Note that resting with the festive knit hat (before buffing!) is better than the red lensed goggles, although you have to get lucky in how quickly the dragon shows.

That was the first one I met. I won with 120 HP and 52 breathing embers left.
I also couldn't even get this fight before fighting intertwined serpents. I tried several smoky fireworks before and adventured on the docks for a dozen fireworks serpents and dozen normal serpents, but no smoke serpents.
Once I fought intertwined, smoke was fast (but I used another smoky firework after the intertwined, so I don't know if the smoke would appear even if I didn't do that).
No to farm some more twisted fireworks, get rid of etheric, see all works sober and attend gram finaleé.
It's strange them showing up only after the intertwined serpents, but that does also fit my experience, now that the finale condition has been disproving. (Spent 20 energy looking for one, fought the intertwined serpents, saw the finale, found one immediately).

Where/when did the "finale condition" get disproven, Vholes? I used a bunch of smoky fireworks and didn't get it until after I saw the finale, when it showed up right away. The encounter text sure makes it sound like you need to trigger the finale to get it. I was about to edit the page to add this, but if there's data that contradicts it I'll hold off.

I remember testing this hypothesis — I agree that the finale would make sense otherwise — but that was 2 years ago so I could be inventing the memory.
