So, I can't actually do much with this until I reset, but I figured I'd get it out there for people.
I scared off the bum and now trying to find him again. Things tried so far:
- Dressed up as a bum and asked all the options at the Evil Burning Barrel, both before and after scaring him off. (also asked about he voice while Etheric and sober afterwards)
- Hide/search the Dumpster Diving while sober and Etheric.
- Do what the Evil Eye wants and listen to it.
- Follow the Third Eye In The Park dressed as the hunter
- Tried a bunch in the park with 18 stealth defense, including achromatic lamp. "Burns away the shadows", but you still "feel closer to the shadows.".
- Help/listen to the eye with a tome equipped
- Explore the waterfront, sewers and happy hour (~12 energy each)
To try:
- Talk to the friendly bum (need to reset for that)
- Wait several days or a week for him to come back? (Nothing new in 2 days so far)
Losing to the skittish bum still causes him to flee, and running away from the bums you rush still causes them to scatter at subsequent approaches.
Those boxes checked, I tried to ingratiate myself in a less direct way with the eye but it didn't unlock any options and learning from it just got me an 11th copy of the technique.

Still getting the normal eye encounter instead of Boundless Patience. I drove away the skittish bum weeks ago and finished the main quest line since then. I did scatter the bums so maybe I can't eavesdrop on them. 20 Stealth Power doesn't allow me to sneak up on the perceptive chaps. Searching the area after they scatter does nothing.

Tested with a buffed will of 7; failed to banish. Buffed 8 did banish. Test without buffs next time?
For the curious, losing the battle of wills and being beaten to hell (0 HP) twice, does not do anything special.

So this run I was going for Bloody Solution and instead I got Protective Faith. I think we have the wrong conditions here. I listened to its words, used Evil Eye once or twice, killed the Skittish Bum (using EE once in the fight, no less). Then, in accordance with conventional wisdom, I chased away the bums at the Evil Burning Barrel and eventually got No More Voices and the wrong skill.
Crypto suggests, and I think he's right, that chasing away the bums has nothing to do with it. He points out that if you ask them about the voices after killing the Skittish Bum they say they have stopped. I'll bet that is the trigger for getting BS instead of PF.
So, for next time, to try:
- Listen to its words
- Kill the Skittish Bum
- DON'T equip eye amulet (in case I meet the Evil Eye in the Park before getting the Evil Burning Barrel)
- Ask about the voices
- Equip eye amulet and go looking for No More Voices
New theory about Bloody Solution: maybe you have to ask the bums about the voices with the eye amulet equipped after you kill the Skittish Bum. If this is how it works, you'll have to be careful if you are Etheric when you kill the bum. If you go looking for the bums right away with the amulet equipped, you risk running into No More Voices before you can talk to them.
