From what you can tell about this routine, it's part of Zaibatu's Samurai program line, which is best known for pushing the legal envelope on what is allowable in counter-hacking.
This one in particular takes their legal brinksmanship in an interesting direction: it's primarily concerned with finding and deleting pirated Zaibatsu data. Of course, there's no really good way to tell what's pirated, so you imagine it gets a lot of false positives.
